III. There are many possible solutions to this problem. The possible solutions are: (Two articles must be attached and annotated bibliography)
A time limit to reclaim the child (30 days). Also we could make it mandatory to notify the father and get consent that the child would be subject to adoption. If the father is uncontactable or deceased, then the time limit would be inacted. Or combine both ideas, so the father must give consent and within 30 days they are allowed to reclaim the child, but on the adoption form they must list a reason for surrendering custody. If they want the child back then they must prove that the reason they gave the child up for has been fixed. Such as economic reasons, if they cant provide then they must prove they can provide for the child. Also it must be ok with the adoptive parents that custody will be reverted back to the biological parents.
IV. The solution I (we) propose is: (This section will become your proposed legislation. Be sure to include what agency will implement your law, proposed cost if any and effective date)

V. I (we) think this solution will work because: (You must use factual information to prove your solution will work)
The five cases that I've read about have been over the father not knowing that his child was given up for adoption. So if we make it mandatory that he be informed and is aware of the deadline then most of these cases may be avoided right from the start. There is a reclaimation period, 30 days. After the mother waits the 30 days her rights as a biological mother are terminated.
